Clarification on Operation of Joint B Type Accounts under National Savings Schemes - Regarding.

For applying duplicate passbook for joint B SB account is it mandatory that both the depositors should present himself in counter and  sign in duplicate application form? In this case one holder is currently residing in India and other holder abroad. Anybody please clarify.
